also Indiana / Philadelphia
Indiana receives/Philly trades:
Randy Foye: 1,223,166
Indiana trades/Philly receives:
nothing
Pacers accept. Couldn't fit Foye in the other deal, but Foye is a minimum contract and we can take him for free. We like his scoring ability and feel like we could certainly use some.

Philadelphia also accepts this trade as it was agreed upon in the corresponding trade negotiations. We hate to see Randy Foye go, but after careful considerations, the management believes that a move like this greatly benefits the future of the organization.

You'd probably wanna read the CSL CBA instead:

You gotta have capspace to take on a contract and roster space.
But I digress, carry on. Not my deal to work out.

Re: also Indiana / Philadelphia
Can he not be added to the other deal to make it just one deal? If not, all Indy needs to do is add a min contract like Telfair or Harrelson in this deal to get it done.
