So in the real life NBA's CBA, teams are allowed to give decreases in salaries to players just like they give raises. So the max decreases for non-bird players is 5%, teams with bird rights can do up to 7.5% IIRC. It's not used very often, but it's in there.

So my question is - does DDSPB3 allow this?

I'd say with a manual free agency, this could be done no worries but it would be a commissioner call.
